(2) Retail Stock. Upon receipt of this Technical Bulletin Commanders and others maintaining retail stock at
installation level and below shall contact the supported Aviation Unit to perform the inspection required by paragraph 8
and the correction procedures of paragraph 9 on discrepant materiel. Disposition of discrepant materiel will be IAW
g. Components/Parts in work (Depot Level and other). N/A.
2. Task/Inspection Suspense Date . Within next 10 flight hours/14 days or prior to next use of the External Hoist,
whichever comes first.
3. Reporting Compliance Suspense Date .
No later than 24 November 1998 per paragraph 14a of this Technical
Bulletin.
4. Summary of the Problem.
a. In 1994, the Hydraulic Hoist was upgraded to the BL27100-192 configuration to reduce the probability of wire
entanglements and breakage. This modification included a reduced length of the cable and a large Tension Roller. A
safety of use Technical Bulletin (SOU-ATCOM-96-007) was published to inspect and upgrade all fielded units. All of the
hoists in Army service were subsequently upgraded to the P/N BL27100-192 configuration by the manufacturer. On 9
may 1998, one hydraulic hoist was involved in a wire entanglement incident, QDR M 18H90252. Analysis of the QDR
exhibit by the manufacturer revealed that, subsequent to the upgrade, one of the older style Tension Rollers had been
installed in the hoist. DLA issued the old style Tension Roller to the unit in 1996. The electric hoist, P/N BL29900-30,
Installed on the UH-60Q uses the same part number Tension Roller. The U.S Navy experienced corrosion issues at the
interface of the rescue hoist arm base support and the airframe support fitting on SH-60B Aircraft. The cause of the
Problem was determined to be water entrapment at the interface, mostly attributed to sealant blocking the airframe fitting
drain hole. In and effort to improve cabin water integrity, some Army H-60 Aircraft did not include a drain hole in the initial
installation. Elimination of the corrosion problem requires clearing the drain hole of any sealant or adding a drain hole. To
maintain cabin water tight integrity. The owning units may incorporate a locally manufactured drain line kit to direct water
flow outboard of the door. Contact the technical point of contact (POC) of paragraph 16a for details about this kit.

c. The purpose of this TB is to:
(1) Direct an inspection of all External Rescue Hoists manufactured by Breeze-Eastern to ensure that the
correct Tension Rollers are installed.
(2) Inspect for corrosion and correct all External Hoist installations to allow proper drainage.
5. End Items to be Inspected. All H-60 with airframe provisions for mounting External Rescue Hoist and all external
hoists manufactured by Breeze-Eastern.
