6. Paragraph 4a (above) is applicable to bulk components, assemblies, and/or recoverable parts to be repaired
and returned to the pipleine for issue. These bulk items are those items in support of the direct exchange
program.
7. One-time expenditure limits are shown in the appendices as indicated below:

Section III. TECHNICAL INSPECTIONS
5. Procedures. Support maintenance organizations and activities are responsible for performing the Technical
Inspections, incident to repair or evacuation of items listed in this bulletin. These inspections should be performed by
experienced, technically qualified maintenance personnel. Inspections will be performed in accordance with
applicable technical manuals and DA Pam 738-750. When equipment is to be repaired at support maintenance, the
serviceability standards applicable to the maintenance category performing the repair will apply. Guidance and
assistance should be requested from depot maintenance activities when considered necessary to insure that only
economically repairable items are evaluated for overhaul. Items received by depot maintenance facilities for
overhaul will be futher evaluated to insure that they are economically repairable.
6. Forms. DA Forms 2408-7 (Equipment Transfer Report) and 2408-8 (Equipment Acceptance and Registration
Record) will be used to record the transfers of equipment. Instructions on the preparation of the DA Form 2408,
(Equipment Log Assembly Records) are found in DA Pam 738-750. DA Form 3590 will be used to record the results
of the techincal inspections. Instructions on the use of the DA Form 3590 are listed in TB 43-0140.
Section IV. COMPUTATION OF REPAIR COST ESTIMATES
7. Cost Factors. Computation of repair costs estimates will be made in accordance with instructions contained in
AR 750-1.
8. Procedures. Technical inspection findings will be converted to repair cost estimates by use of instructions
contained in paragraphs 4 and 5 of this bulletin and AR 750-1. Exclusions to the estimate of cost to repair are listed
in AR 750-1.
Section V. DISPOSITION INSTRUCTIONS
9. Eligibility of Material for Evacuation to Depot Maintenance.
10. CONUS. All equipment covered by this bulletin is eligible for evacuation to depot maintenance whenever the
Technical Inspection performed indicates that repairs required are not authorized and/or exceed general
support capabilities. The cost of repairs will not exceed the one-time repair expenditure limits.
11. Overseas. Depot Maintenance of all end items contained in this bulletin at overseas installations is the
responsibility of major overseas commanders and will be accomplished with existing facilities, personnel and
equipment with appropriate augmentation when required, or by contract maintenance. The technical
inspectors must be familiar with maintenance operations and standards to determine the work required and
thereby arrive at the proper classification.
12. Disposition Instructions. These instructions will be provided by the National Inventory Control Point (NICP) for
all items in Appendix A, and the Joint Container Control Office (JCCO), Tobyhanna Army Depot, per instructions in
AR 750-17 for all items listed in Appendix B and Appendix C, regardless of repair expenditure limitations listed in the
applicable appendix. When the estimated one-time repair cost exceeds the prescribed
